Why The Serra Residences?
A Rare Freehold Address in Novena
The Serra Residences is a new freehold condominium along Bassein Road, offering just 133 residences in an established District 11 neighbourhood. The project is a redevelopment of the former Pastoral View site, giving buyers the opportunity to own a new home while retaining the benefit of freehold tenure — something increasingly uncommon among new launches.
Quiet Residential Setting
One of the more interesting aspects of the location is that Bassein Road offers a quieter residential environment while still being close to the conveniences of Novena and Newton. Novena MRT is within walking distance, while Orchard Road and the wider shopping belt are just a short drive away. This gives residents a balance between a more peaceful home environment and easy access to the city.
Connectivity & Everyday Convenience
Novena MRT on the North-South Line provides direct connections towards Orchard, Dhoby Ghaut and the CBD. For daily needs, residents are close to Velocity @ Novena Square and United Square, with supermarkets including Cold Storage and FairPrice nearby. The location also offers convenient access to the wider central area by car.
Health City Novena
The development sits within the wider Health City Novena precinct, with Tan Tock Seng Hospital and Mount Elizabeth Novena Hospital nearby. This is a particularly relevant location advantage for healthcare professionals working in the area, as well as residents who value having medical services close to home.
At the same time, proximity to a healthcare cluster is something buyers should assess personally. Some may appreciate the convenience, while others may have concerns about factors such as hospital traffic or ambulance activity.
Unit Mix & Amenities
The Serra Residences offers a relatively broad range of homes, from 2-bedroom units to 5-bedroom residences and penthouses. The larger layouts may appeal to families looking for more space, while the smaller units could suit professionals who want a freehold home close to the city.
Despite its relatively small size of 133 units, the development is planned with a substantial range of facilities, including a 50-metre lap pool, tennis court, fitness room and social spaces. This gives the project more of a full-condominium feel than you might typically expect from a boutique development.
Schools Nearby
Families have access to several established schools in the surrounding area, including Anglo-Chinese School (Junior), Farrer Park Primary School, St. Joseph's Institution Junior and CHIJ Primary (Toa Payoh). Catholic Junior College is also within the wider Novena area.
What I'd Look At
For a project like The Serra Residences, I wouldn't look at the freehold status or Novena address in isolation. The more useful comparison would be against nearby freehold and leasehold developments, particularly when looking at price per square foot, unit sizes, age, tenure and proximity to MRT.
The larger units are also worth examining carefully. A 4- or 5- bedroom home may offer substantially more space, but the higher quantum means the pool of potential future buyers could be narrower.
How Does The Serra Residences Compare on Price?
With the actual launch pricing still to be confirmed, early market expectations have placed The Serra Residences at around $3,000–$3,200 psf. At that level, buyers will naturally compare it with existing projects in the Novena and Newton area.
Neu At Novena is arguably one of the more useful comparisons. It is a relatively small freehold development located near the Novena healthcare cluster, making it closer to The Serra Residences in terms of tenure, scale and location. Recent resale transactions for its 4-bedroom units have averaged around $3.55 million*.

At an estimated $3,000–$3,200 psf, The Serra Residences would be entering the market at a significant premium over some older resale developments nearby. Buyers are therefore paying not just for the location, but also for newer construction, freehold tenure, modern facilities and a smaller 133-unit development.
The key question will ultimately be whether the launch price is justified by the unit size and layout. A smaller 4-bedroom at a higher psf could result in a very different overall quantum from a larger resale unit nearby. For buyers, comparing both psf and total purchase price will be important.
Who It May Suit
The Serra Residences could appeal to buyers who prioritise freehold tenure, centrality and a quieter residential setting, particularly professionals and families who want to be close to Novena's healthcare cluster and the city centre.
For investors, the surrounding healthcare and professional catchment could also be relevant when considering potential rental demand. However, with a new launch, entry price and unit selection will ultimately be important in determining whether the investment case stacks up.
Thinking About The Serra Residences?
A new launch in Novena comes with a premium location, but the important question is whether the unit, price and financing make sense for your own situation.
