Note Summary
If you're a Singapore Permanent Resident (PR) considering an HDB flat, the first thing to know is that being a PR does not automatically mean you can purchase an HDB flat. Your eligibility depends on factors such as who you're buying with, whether you're looking at a new or resale flat, how long the PRs in your household have held PR status, and whether your household meets HDB's other eligibility requirements.
Can a single PR buy an HDB flat?
In general, a single PR cannot purchase an HDB flat alone. A PR may be able to buy an HDB flat when forming an eligible family nucleus under schemes such as the Public Scheme or Fiancé/Fiancée Scheme.
This means the answer can be quite different depending on whether you're buying with:
• A Singapore Citizen spouse
• A PR spouse
• Parents
• Children
• Eligible siblings
• A fiancé or fiancée
So if you're a single PR currently living in Singapore and wondering whether you can simply purchase a resale HDB flat in your own name, the answer is no.
Buying a new HDB flat as a PR
If you're looking at a new flat directly from HDB, the eligibility rules are more restrictive.
Under the Public Scheme, a PR may purchase a new HDB flat when forming a family nucleus with a Singapore Citizen spouse.
Requirements include:
• Income ceilings
• Age requirement
You generally need to be at least 21 years old.
• Minimum Occupation Period (MOP)
Once you own the flat, you will need to fulfil the applicable MOP before certain actions, such as selling or renting out the entire flat, are allowed.
• Ethnic Integration Policy (EIP)
The household must meet the applicable EIP requirements.
• Private property ownership
HDB also has rules concerning ownership and recent disposal of private residential property in Singapore and overseas.
These requirements can be quite detailed, so your eligibility should be assessed based on your specific household circumstances rather than one rule in isolation.
What if I'm buying with another PR?
This is where new flats and resale flats become quite different.
Two PRs forming a household generally cannot buy a new subsidised flat such as a BTO or SBF unit directly from HDB. However, a PR household may be able to purchase a resale HDB flat, provided the relevant eligibility requirements are met. One particularly important condition is the three-year PR requirement.
For a PR household purchasing a resale flat, the PR owners and essential occupiers generally need to have held PR status for at least three years.
Can PRs get CPF housing grants?
Grant eligibility depends on the household composition and the specific grant requirements.
Example of Grants:
• Enhanced CPF Housing Grant (Families)
• CPF Housing Grant (Families)
• Proximity Housing Grant (Families)
• Step-Up CPF Housing Grant (Families)
For resale flats, having at least one Singapore Citizen in the household is particularly important when considering CPF housing grant eligibility. So don't assume that being eligible to buy an HDB resale flat automatically means you're eligible for a housing grant.
Don't forget the EIP and PR quota
Even after establishing that you're eligible to buy a resale HDB flat, there's another important consideration:
1. The Ethnic Integration Policy (EIP)
The EIP applies to HDB flats and affects whether a particular household can purchase a particular flat based on the applicable ethnic quota. In practical terms, you need to check whether there is room under the relevant quota for your ethnic group before proceeding with the purchase.
2. The PR quota
For households without a Singapore Citizen, the PR quota may also apply.
For non-Malaysian PR households quota is capped at:
• 5% at the neighbourhood level
• 8% at the block level
The applicable quotas are updated regularly, so this isn't something you should assume based on an old listing or a previous check.
Always check the current HDB quota for the specific flat you're considering.
So, can a PR buy an HDB flat?
The short answer is: Yes, but not necessarily on your own.
Here's a simplified way to look at it:
Before you start looking at HDB listings
If you're a PR considering an HDB purchase, I'd work through these questions first:
01 — Who are you buying with?
Your household composition determines which HDB scheme may apply.
02 — Are you looking at a new or resale flat?
The rules and available options differ significantly.
03 — How long have the PR household members held PR status?
The three-year requirement is particularly important for PR households buying resale flats.
04 — Do you own or recently own private property?
HDB has specific requirements relating to private property ownership and disposal.
05 — Are you eligible for any CPF housing grants?
Don't assume eligibility — check based on your household circumstances.
06 — Does the specific flat meet the EIP and PR quota requirements?
Eligibility to buy an HDB flat doesn't necessarily mean you can buy any particular flat.
Final Thoughts
HDB eligibility can look straightforward at first, but the answer often changes depending on your citizenship, family nucleus, PR status, property ownership history and the specific flat you're looking at. If you're a PR considering an HDB purchase, it's worth checking your eligibility before shortlisting properties. It can save you a lot of time and prevent you from building your search around flats you may not ultimately be able to purchase.
